Política científica (y tecnológica) en España: Un siglo de intenciones

ABSTRACT [RESUMEN]

The path followed by science (and technology) policy in Spain along the twentieth century shows that many initiatives have been launched with the idea of contributing to the process of "modernization of Spain". These initiatives corresponded to specific periods of history and have designed and applied a complex set of institutional and organizational tools and arrangements. In spite of all these efforts, the science and technology environment in Spain still lacks structural scaffold. There is no real system of science, technology, industry, innovation. The myth of Sysiphus describes the state of science and technology in Spain.

This analysis reveals the contextual significance, a point that has to be taken into account for the design of adequate policies in order to avoid failures that may result from processes of inadequate trasposition.
