ABSTRACT [RESUMEN]
It is an obvious fact that the value of science for the
technological or economical
development of any nation cannot be questioned and, in fact, is not
questioned
by any political current, whatever its doctrine. This is naturally also true
for Bolivia. Bolivians maintain, like anybody else, that science is
one of the
central pillars of the wellbeing of humankind. Consequently,
learning the scientific
method to either aid in the acquisition of knowledge, the use and
the application
of scientific advances, and the development of science merits all
the attention
of both rulers and those ruled. This is all the more true if the technological
developments derived from such research are to benefit the people.
What then, distinguishes the essence of Latin America? The rhetorical nature
of its convictions.
