ABSTRACT [RESUMEN]

The world is being transformed by a new technological revolution and economic globalization. Knowledge, innovation and learning are key issues for bettering the quality of life in every country. In this context, Latin America is entering a new period of its history. Scientific and technological capabilities will be fundamental for shaping its future. In this note those assertions are justified, research situation and policies in Latin America are discussed, and some alternatives are suggested.
